For the years 2000-2010, this article uses the educational development index to assess the impact of governance on the link between public education investment and educational outcomes, notably in MENA nations. This area continues to devote significant resources to education, but the quality of its institutions remains low. The findings show that public education investment and strong governance improve educational attainment, but that living in the MENA area has a detrimental impact. The poor governance in these nations might explain this conclusion. Indeed, increased public spending on education combined with poor administration will not improve educational performance. This is true for both nations with poor governance and countries with good governance.
